Just to understand the reasoning - why do you leave out the steam tank for a second unit of Flagelants and a great cannon?
The Stank has the cannon as well, but is much more stable than the Flagelants and there is still a surplus of 70 points taking the Stank that can go into more Flagelants or into security for the BSB instead of the Banner.

In 8 edition there are a lot of things that force you to pass an initiative test (a lot of players chose lore of shadows) and for empire it's just too much.
Steam tank it's easy too lose, flagellants are more solid and with lore of shadows can also be more powerfull.

Not sure what you would call a lot of things
Spellwise against Empire you have to get irresistable force to get it through, while there is still the seal of destruction and most of the initiative spells still scatter and they all cannot be cast into combat except vs skavenslaves.
In the shooting phase there is only the brass orb that I know of and Skaven is not an ideal matchup for empire anyways.
But allas, it is only an opinion.

First of all I agree not to play Steam tank. If you want to stop somethings it's a bette idea to play Flaggelants : they can do exactly de same things as SteamTank and your not afraid to play against the Lore of Shadow. In the scall of points loosing 300pts is not a very good idea.
I'm not such if it's also a good idea to play the war altar : ok you give your command in a large rang (which is an important point with empire), but "nowadays" the war altar is not so useful. I mine you can not stop anything, everyone will refuse challenge and you will have to survive to a huge number of attack... and this every round...
So pay 100pts to have you general on a large target...
And I a afraid of one thing : in which units do you put your characters? I mine there is no units in which you can easily put your characters without being afraid to be charge by every units in the table ^^ So maybe we could try to play a unit of swords men....
And what do you think to play to time the Lore of Shadow?? ^^

post what you would like to play, and remember that you will take difficult matches where you don't have to give too many points....
what do you mean with "play two times lore of shadow" ? you remember that you cannot have the same spell twice right? maybe you mean to play a little wizard to chose spells that you don't want to have on the big one (as I did in the first list even if he's just a level1)

it's a unit with 6 ranks that can be stubborn against a lot of ennemies. and if u can cast Occam they make also 15 atks str7 that can hurts
a big unit of crossbows have a lot of advantages:
-more difficult to lose points
-you can use them as a combat unit with 4 ranks (and can stay stubborn)
-easier to wound beasts like Abomination and Hydre (you can have flaming atks with the banner on all 22, impossible to do with 2 units)
